118: Analog Terminal off hook operation

To ensure correct off hook handset operation and prevent dial tone from being heard through the headset if the IP Office is rebooted; for analogue phones the "Quiet Headset" option should be selected in Manager under the extension settings, as well as
the "Off Hook Station" option under the user settings telephony tab.
Using the default Extension setting, if the IP Office is rebooted then any users who are set to be off hook stations will hear dial tone through the headset until they make a call and clear down.
